What we found in the quote
The fabricator's quote named the structural steel scope correctly: column and beam sizes per the engineer's drawings, connection details per the engineer's connection schedule, AS/NZS 1554 welding qualification for the workshop welds, AS/NZS 5131 fabrication and erection class as Construction Category 2 (CC2) per the engineer's specification. The quote priced the supply, fabricate, deliver, and site-erect scope cleanly.
What the quote did not name was the producer-statement deliverable schedule. There was no line on PS1 design-stage producer statement from the engineer (already issued, separate to the fabricator's scope but referenced into the consent). No line on PS3 construction review (the engineer's site-observation PS, issued progressively against the construction-monitoring schedule). No line on the fabricator's own AS/NZS 5131 compliance documentation. No line on the welding inspector's reports under AS/NZS 1554 §6. No line on the bolt-tensioning records for friction-type bolted connections.
The PS3 chain on a structural steel package is a documentation cascade: fabricator's compliance documents feed into the engineer's PS3, which feeds into the head contractor's CCC application, which sits in the council's file for the territorial authority's §94 building-warrant-of-fitness audit decades later. A break in the chain at any link creates a CCC delay.
Worse, the prior build had carried the same gap. The fabricator had erected on a verbal engineer's sign-off; the PS3 chain had been rebuilt retrospectively against site photographs and a back-fit weld-inspection report. The CCC sat on the council's desk for four months while the documentation chain was repaired.

How the code resolves it
Producer statements are creatures of practice, not statute — but the Building Act 2004 §94 (issue of CCC) requires the territorial authority to be satisfied on reasonable grounds that the building work complies with the consent. PS3 is the standard evidence mechanism. MBIE's Practice Note on producer statements (2014) sets the standard format and the chain-of-evidence expectation.
For structural steel, the PS3 chain works as follows. The fabricator issues AS/NZS 5131 §11 compliance documentation covering material traceability, welder qualification, weld inspection, fabrication tolerances, and erection records. The engineer reviews against the construction-monitoring level required (CM1, CM2, or CM3 per Engineering New Zealand guidance) and issues PS3 for the construction-review work observed. The PS3 cites the design (PS1) and references the construction documentation. The CCC application bundles PS3 from each engineer involved.
NZS 3910 §10 covers Engineer's instructions, including instructions for inspection and approval. §10.5 specifically addresses inspection-and-approval interaction with the work — the engineer's PS3 chain is the documentary trace of §10.5 inspections.
The fabricator's quote needed to name the AS/NZS 5131 §11 compliance deliverables, the engineer's site-observation schedule (CM2 or CM3), and the producer-statement chain through to PS3 issuance. Without these, the head contractor cannot evidence §10 compliance and the council cannot issue CCC.

The bottom row was the actual prior-build outcome on the same fabricator-engineer-owner triangle. Repeating it on the current build would have produced the same shape, possibly worse on a character-zone alteration where the council has additional inspection touchpoints.
The clarification we recommended
Three scope edits to the steel fabricator's quote and one to the engineer's appointment, each anchored to a code clause. First, the fabricator's quote amended to include "AS/NZS 5131 §11 compliance documentation as a deliverable, comprising material test certificates, welder qualification records to AS/NZS 1554.1 §4, weld inspection records to AS/NZS 1554.1 §6, and bolt-tensioning records where applicable." Second, the engineer's construction-monitoring scope confirmed at CM2 with the inspection-points schedule signed and dated. Third, the engineer's PS3 deliverable scheduled as a fixed-fee item with a calendar date tied to the head contractor's CCC application schedule. Fourth, the head contractor's project documentation register expanded to track the PS3 chain item-by-item against the consent compliance schedule.
Total uplift on the fabricator's quote: $1,200-1,800 for the compliance documentation work. Engineer's monitoring fee uplift: nil (CM2 was within their original engagement). Programme effect: nil — the work was being done already, just not documented in a way the council would accept.
The CCC issued on schedule three weeks after practical completion.
