Three Christchurch patterns that produce most §14 claims

1. Ground-class mismatch between geotechnical report and tender. The geotechnical report typically names the MBIE technical category (TC1, TC2, TC3) for the site, with specific liquefaction and lateral spread findings. The foundation design follows. Trade quotes occasionally price a less stringent foundation specification than the report calls for — particularly where the report and the structural drawing carry different revisions. §6.2 documents hierarchy is the resolution; §14.4 is the cost.

2. NZS 3604 foundation system on TC2 / TC3 sites. NZS 3604:2011 §3.1 and the MBIE TC2 / TC3 guidance set the foundation-system options. A standard ribraft on a TC2 site has different reinforcement and edge-thickening requirements from a TC3 enhanced-pile system. Concrete and steel quotes often price the lower-cost ribraft assuming TC2 even where the report names TC3. The §14 variation at consent inspection is typical.

3. Basement-level seismic detailing scope.
