In Wellington's wind zones, the third one is where the dollar value lives. NZS 3604 wind-bracing requirements escalate sharply at Very High and above — the bracing-unit demand on a two-storey timber-framed dwelling in Karori can run 30-40% above the same dwelling in Lower Hutt. If the framing quote priced the lower zone, the variation is the head contractor's.

1. The framing and bracing scope. NZS 3604 §5 wind classifications drive the bracing unit demand, the lintel sizing, and the fixing schedule. A Karori site in Extra High zone with a steep southerly exposure can need a structural-engineer-designed bracing solution that sits outside NZS 3604 altogether — at which point NZS 3404 steel braces, NZS 3603 timber-engineering solutions, or proprietary bracing systems land in the framing trade scope. A framing quote that says "all framing per NZS 3604" without naming the zone is a Guarantee-claim gap waiting for the engineer's bracing schedule to arrive.
2. The cladding and E2/AS1 weathertight scope. E2/AS1 is the acceptable solution for external moisture under the Building Code. Wellington's wind-driven rain regime pushes most Te Aro and Karori sites past the E2/AS1 "low-risk" categorisation. The result is that the cladding system has to be either a tested specific-solution proprietary system, or E2/AS1-compliant with cavity construction and code-specified flashings. A cladding quote that says "fibre-cement cladding to architect's spec" doesn't name the cavity, the flashing detail, or the E2/AS1 figure number — and the head contractor wears the gap at PS3 time.
3. The joinery interface with the cladding. Premium aluminium joinery in Wellington wind zones needs a tested sill/jamb/head detail matched to the cladding. The joinery quote prices the units. The cladding quote prices the wall. Neither prices the airseal, the head flashing, the jamb flashing tape, or the sill tray detail unless the head contractor's pre-trade-start sheet names it.
